Executive Summary

The report suggests that to realize the aim of accessible, advanced primary care in Medicaid, what’s needed is not a single “silver bullet” innovation. Rather, the country needs broad, vocal, and ongoing support for an agreed upon set of policies that strengthen primary care. These policies must be pursued systematically and with sustained, sufficient investment, transparent reporting, and ways to track progress overtime with accountability.
