Peter Long is executive vice president for strategy and health solutions at Blue Shield of California, a nonprofit health plan with over $24 billion in annual revenue, serving over 4.8 million members in the state's commercial, individual, and government markets. Long is responsible for creating and executing strategies to achieve the health plan’s vision of creating a healthcare system that is worthy of family and friends and that is sustainably affordable. This work includes collaborations with healthcare providers, community leaders, and other stakeholders to design innovative clinical and community programs, healthcare delivery, and payment systems that provide all Californians access to value-based, high-quality, and affordable care.

Long led the launch of Health Reimagined, the organization’s innovative plan to transform the healthcare system that began in 2020. Additionally, he played a key role in the California Advanced Primary Care Initiative, a multi-payer effort to strengthen the primary care delivery system throughout the state by building and scaling a primary care model that emphasizes comprehensive, team-based and person-focused care, the integration of behavioral and physical health services, and high-quality outcomes.

Previously, Long was president and chief executive officer of Blue Shield of California Foundation, where he focused on building lasting and equitable solutions to make California the healthiest state and to end domestic violence. 

His broad career background includes extensive experience working on health policy issues at the state and national levels. Long has written numerous papers and chapters on a variety of health policy topics. His research and 20+ publications have been groundbreaking in healthcare reform and community development. Long has co-authored several National Academy of Medicine Leadership Consortium reports, including: Digital Health, Recommendations for Center of Medicare and Medicaid Services, and Strategies to Improve Population Health in the United States.

Long is a member of several boards, including Integrated Healthcare Association, California Quality Collaborative, California Association of Health Plans, Manifest Medex, PriMed (Hill Physicians Managed Services Organization), and Primary Care Collaborative.

Long served in leadership roles at the Henry J. Kaiser Family Foundation and The California Endowment. He served as the director of development and programs and then executive director of the Indian Health Center of Santa Clara Valley in San Jose. Previously, he served as a legislative analyst for the National Progressive Primary Health Care Network in Cape Town, South Africa, during the country’s transition to democracy.

He earned a Bachelor’s degree from Harvard University, a Master’s degree from Johns Hopkins Bloomberg School of Public Health, and a Doctorate from the University of California, Los Angeles (UCLA) Fielding School of Public Health.

Long serves an adjunct professor at the UCLA Fielding School of Public Health. He has been co-chair for the Foresight Project and a board member at Grantmakers for Effective Organizations, Grantmakers in Health, and the Institute for Clinical and Economic Review. He currently serves on the National Academy of Medicine Leadership Consortium and the Peterson Health Technology Institute Advisory Board, among other health advisory councils.
