Paul Cotton is the Director of Federal Affairs at the National Committee for Quality Assurance, which works to improve the value of health care through measurement, transparency and accountability.Paul previously served for many years as a Senior Legislative Representative at AARP, where he lobbied Congress and the Administration on Medicare, Medicaid, CHIP, health reform and quality improvement. He has also been Hearings & Policy Presentation Director in the Center for Medicare & Medicaid Services Office of Legislation and a journalist for the Journal of the American Medical Association.
