Week in Review: Marketplace Movers and Shakers

Marketplace Movers and Shakers
Thursday, April 18th

Dear Members and Friends:

This week we saw some interesting news throughout the marketplace, including the launch of the Partnership for Sustainable Health Care. The new group, supported by five major health care groups, also released a series of recommendations to fast-track health system transformation.

Arkansas' private coverage plan, which has been on the health policy radar for weeks was approved by the State Senate late yesterday. Pending CMS approval, the plan will have the state health department purchasing coverage for low-income enrollees through private health plans in the state exchange, as opposed to expanding the Medicaid program.

You'll find more interesting news below, and be sure to join us next week for our April National Briefing! We'll be joined by the medical home accreditation organizations who will talk about updates to their programs, including URAC's draft Accountable Care standards, NCQA's medical home specialty program, and AAAHC's on-site medical home certification program.

We look forward to catching up with you next week!

Sincerely,

Marci Nielsen, PhD, MPH
Chief Executive Officer

The Partnership has outlined recommendations to fast-track efforts that will improve health care quality and costs. Recommendations include transitioning away from a fee-for-service payment model; incentivizing and educating consumers; promoting partnerships between states and other stakeholders.

The Arkansas Compromise: Medicaid Plan Approved by State Senate

Late yesterday the Arkansas Senate approved the state’s unique Medicaid expansion plan with a three-fourths vote. The approval marks a critical turning point for the state, which has captured attention as a health care policy game-changer for nearly two months. Instead of covering 250,000 new enrollees through the state's Medicaid program, Arkansas will have its health department purchase coverage for low-income individuals through its insurance exchange.

The plan still requires final sign off from the Center for Medicare and Medicaid Services, although Secretary Sebelius has already expressed support for the plan.
