Nominate a Primary Care Champion!
Each year at the PCPCC Annual Conference, we recognize primary care leaders who have shaped the primary care field at the Barbara Starfield Awards Dinner. We are seeking nominations for the three awards that will be presented at the dinner - The Barbara Starfield Primary Care Leadership Award, The Primary Care Community Leadership/Research Award, and The Advanced Primary Care Practice Award.

 
Any current Executive Member of the PCPCC can submit nominations. Self-nominations will also be accepted and all nominations will be confidential. The nomination form and more information about the process can be found on the 2019 PCPCC Conference website

Advocacy & Policy Highlights

The Patient-Centered Primary Care Collaborative (PCPCC) has been engaged on a wide range of policy and advocacy priorities in the second quarter of 2019.   Find the full list on the Advocacy and Policy web page.
 
Three states have taken defined actions to measure and increase primary care investment: 

The Department of Health and Human Services (HHS) has been working to increase interoperability. PCPCC and other advocates engaged in a number of ways to support this effort:

HHS continues to make progress on efforts to transform payment.  Building on earlier PCPCC work engaging with CMS on alternative payment, PCPCC and others organizations responded to the Geographic Population-Based Payment proposal in May.  The letter expressed support for the idea and encouraged CMS to consider the potential for impact on both provider competition and existing alternative payment models. In March, PCPCC joined with other leading health coalitions to call on the CMS Center for Medicare & Medicaid Innovation (Innovation Center) to continue to improve transparency and stability as they develop a successful portfolio of payment models.

Recognizing the importance of oral health, PCPCC endorsed the “Community Statement on Medicare Coverage for Medically Necessary Oral and Dental Health Therapies,” emphasizing the importance of primary care and oral health integration and need for Medicare coverage of evidence-based oral health interventions.

In support of important healthcare research priorities, PCPCC helped lead an effort by more than 20 leading organizations supporting primary care research, delivered a letter to Congressional Appropriators requesting $5 million for FY2020 to fund the Center for Primary Care Research (CPCR) at the Agency for Healthcare Research and Quality (AHRQ). The letter emphasizes that, with appropriate funding, the CPCR will improve coordination and emphasize the need for expanded primary care research—both in the clinical and health services spheres. Additionally, PCPCC joined the coalition "Friends of PCORI Reauthorization" to advocate for the Patient-Centered Outcomes Research Institute's work studying how different medications and treatments compare, so patients and their caregivers have the information they need to choose the health care and treatment options that are best for them.

Included in the White House Executive Order on Healthcare Transparency was a provision directing HHS to issue guidance allowing high-deductible health plans to cover preventive care before the deductible particularly for individuals with chronic conditions.   PCPCC has advocated for greater flexibility in pre-deductible coverage, as it would improve access to high-value primary care for the many individuals covered by high-deductible health plans. The order also included a provision potentially allowing direct primary care arrangements to be funded by Health Savings Accounts.


PCORI Update

In May, the Advisory Group for our PCORI Engagement Dissemination Initiative selected a study to use as a pilot for testing the effectiveness of our message design, network outreach, and communication methods. The study selected, Use of Patient Portals by People with Long-Term Health Problems, was considered the most broadly applicable to our audience of primary care champions and their organizations for the purposes of this project.
 
PCPCC has now drafted messaging and begun creating materials about the selected study, including its connection to primary care, and determining the most appropriate implementation schedule. The Advisory Group is in the process of weighing in on the communication messages and methods before the pilot is officially launched in August.

Event Highlights

2019 Primary Care Transformation Summit
On May 20 - 21, The World Congress hosted this summit on primary care transformation in which Jed Constantz and Michael Tuggy, co-founders of the Primary Care Innovators Network (PCIN), were keynote speakers. The conference focused on teaching physician groups and health systems how to embrace value-based care principles in order to achieve maximum shared savings through the new CMS Primary Care Value-Based Payment Models. As of May 2019, the PCPCC and PCIN have formed a collaborative partnership. 

Providers, Payers, & Employers Partner for the Next Wave of Value-Based Care
On May 14, Innovaccer hosted this webinar with panelists Dr. Paul Grundy and Dr. Glen Steele, and moderator Dr. David Nace in which they discussed the importance of moving away from business models and technologies of the 20th century, the bold new care delivery models of today, the role of large employers, payers, and providers in driving value in payment and delivery, and more!
 
Right Care, Right Patient, Right Time: The Role of Comparative Effectiveness Research
The Alliance for Health Policy hosted a briefing on April 17, 2019 to inform attendees about the purpose and perspectives surrounding comparative effectiveness research (CER), including how researchers conduct CER studies and how various stakeholders may utilize the results.
 
PCPCC Advancing ACMA Transitions of Care Standards for CMS National Care Transitions Awareness Day
The Centers for Medicare & Medicaid Services (CMS) held its 1st Annual National Care Transitions Awareness (NCTA) Day on April 16, 2019. The goal is to increase awareness of the importance and value of safe and effective care transitions and coordination on the beneficiary and provider communities.
 
PCPCC, as a part of this effort, is advancing the American Case Management Association’s (ACMA) Transitions of Care (TOC) Standards introduced in February 2019. The standards provide a framework to implement and evaluate a process to improve care transitions across all care settings. They also support the work done in the CMS Transforming Clinical Practice Initiative (TCPI) for which PCPCC is a Support and Alignment Network (SAN). TCPI promotes care coordination between providers of services and patient/families for strengthening the quality of patient care while reducing cost and utilization. Comparative Effectiveness Research: Recent Applications and Future Investments
The Bipartisan Policy Center hosted this event on April 9, 2019, composed of three panels discussing different aspects of comparative effectiveness research (CER). The first panel focused on the political landscape and possibilities for reauthorization, while the second two panels spoke with researchers about their experiences with CER, patient engagement, and dissemination.
