Month in Review: Lame Duck for Turkey Day

Lame Duck for Turkey Day
Wednesday, November 26th
 Dear Members and Friends,

Thank you all for making our Annual Meeting a success! For those of you who attended, we hope you enjoyed the content and networking and welcome your feedback. Save the date for our conference next year Nov. 11 - 13, 2015 in Washington, D.C. Also, check out fun photos from the event!

In addition to hearing from innovative and engaging speakers on topics ranging from new community partnerships (YMCAs, Meals on Wheels, Area Agencies on Aging) to inspirational patient experiences to internationally known experts on Accountable Care and social supports for the elderly and those with disabilities, we also had the opportunity to hear timely updates on post-election health care policy from Congressional Committee staffers. Here are the major takeaways:

  • Sustainable Growth Rate: There is consensus on the Hill that final passage of a legislative proposal to repeal the Sustainable Growth Rate (SGR) and replace it with a fair and stable Medicare physician payment system is long overdue. However, with looming deadlines competing for action during the lame duck session, there is no guarantee we'll see any movement before the next short term “doc fix” payment patch expires on April 1, 2015.

  • Medicaid Parity: The Affordable Care Act raised the typically very low Medicaid reimbursement rate for physicians to match Medicare’s higher rate, but only through the end of 2014. A bill introduced by Senators Brown and Murray (S. 2694) extends the higher reimbursement rate through 2016 and allows other clinicians who provide primary care services to be included. At this point it is unclear whether we'll see the rate extended before Dec. 31. Read our letter of support

  • Affordable Care Act (ACA): With the upcoming changes in leadership in Congress (with Republicans extending their majority in the House and taking control in the Senate), threats to the ACA are guaranteed. Other actions expected in the coming months include efforts to repeal or alter specific provisions of the ACA, such as the medical device tax, 30-hour week, and the employer mandate.
Other high-priority programs that the PCPCC is tracking include: community health centers; loan repayment (National Health Service Corps); and training programs for primary care health professionals (Teaching Health Centers). Visit our advocacy alert page for updates on important legislative issues.

Due to the holiday, we won't be hosting our monthly National Briefing but we encourage you to register for our Dec. 11 webinar to learn about our upcoming publication sponsored by numerous health professional organizations. The report focuses on innovative interprofessional primary care training programs across the country. Have a wonderful Thanksgiving – we are thankful for your commitment to enhanced primary care!

New Education & Training Publication to be Released!
On December 11, 2014, the PCPCC will release a new publication focused on interprofessional primary care training.

The goal of the report is to highlight the many institutions across the country that have developed innovative programs to train students and residents in diverse health professions to work together as teams. The publication examines seven exemplary programs that train medical students, residents, nurse practitioners, nurses, physician assistants, social workers, psychologists, and other health professionals for work in patient-centered medical homes.
