This morning's news includes a significant announcement from the Senate Finance and Ways and Means Committee Chairs, regarding the future of Medicare physician payment. A new discussion draft released today identifies a new framework for quality-based reimbursement models that hold tremendous promise for patient-centered medical homes and Accountable Care Organizations.

We've also included some exciting results of a new medical home model that researchers have been studying in Georgia. The model incorporates the five key attributes of a patient-centered medical home, but is also custom-tailored to fit the unique health needs of the community's special population. Read more here.

New Report: Zombie-Centered Care Improves Outcomes
A new study from Monster Health Affairs found that Georgia's zombie-centered medical home (ZCMH) located just outside of Atlanta has a 98% success rate of keeping the undead, well, undead. The ZCMH model aligns with the five key attributes of the PCMH:
  1. Zombie-Centered: Providers work around the unique needs and brain cravings of each zombie.
  2. Comprehensive: A scare team is accountable for a zombie's physical and mental health needs.
  3. Coordinated: Care procedures, including limb repair, blood transfusions, and brain taps are organized across care settings.
  4. Accessible: Access to more brains with morgues open 24/7.
  5. Committed to brain quality and safety: Providers safeguard the highest quality brains.
The study began in March 2013, and results were released 28 Weeks Later. Founding director Dr. Gore had this to say about his organization's latest results,"Braaaaains."
Health Affairs Briefing: Redesigning the Health Care Workforce 

As a complement to Health Affairs' November 2013 issue, "Redesigning the Health Care Workforce," founding editor John Iglehart will lead a briefing featuring authors from the issue on Thursday, November 14 from 8:00AM - 12:45PM ET. The program will take place at the W Hotel in Washington, DC and will include a keynote address by Princeton Professor Uwe Reinhardty.

This Morning: Congressional Leaders Announce "Doc Fix" Consensus 
Kaiser Health News reports the release of a discussion draft from Senate Finance Committee Chairman Max Baucus, D-Mont. and Ways and Means Chairman Dave Camp R-Mich., that identifies a framework for resolving the Medicare physician payment formula issue (Sustainable Growth Rate or "doc fix"). Both support new reimbursement models that link to quality of care, including patient-centered medical homes and Accountable Care Organizations.

The framework supports holding physician payment at their current levels, while alternatives are developed and tested. It would combine some existing Medicare physician quality programs into a new initiative beginning in 2017, and will offer doctors incentives based on their adoption of same-day access, electronic health records, and other innovations.

The SGR formula was originally adopted as part of the deficit reduction law in 1997, and will reduce Medicare physician payments by nearly 25 percent in January 2014 without Congressional action.
