Neva Kaye

Neva Kaye is Managing Director for Health System Performance at NASHP. She joined the organization in 1994 as director of the organization’s Medicaid Managed Care Resource Center. In her current position, she leads a team that works on major health policy issues. She provides technical assistance to states in such areas as purchasing, medical homes, managed care, and reimbursement strategies. Neva was also a key architect of NASHP’s ABCD program which has supported over 20 states in implementing payment and delivery system models that improve the delivery of child development services, including social and emotional development services. She has authored numerous reports on a wide range of topics, including, Policies for Care Coordination Across Systems: Lessons from ABCD III, Building Medical Homes: Lessons from Eight States with Emerging Programs and A Multi-Agency Approach to Using Medicaid to Meet the Health Needs of Juvenile Justice-Involved Youth. During her time at NASHP she has led learning collaboratives designed to support young children’s healthy mental development, advance medical homes, and improve the delivery of care provided to children in foster care. She currently leads NASHP’s work to support CMS efforts to improve EPSDT. She has also developed and facilitated many workshops and sessions addressing topics such as state strategies to integrate mental health and primary care. Before joining NASHP, Neva served as director of Wisconsin’s Medicaid managed care program where she established several innovative managed care programs including some of the earliest programs serving people with disabilities and youth involved with the juvenile justice system. Neva holds a BS in industrial engineering and psychology from the University of Wisconsin.
